Managing Quantity Surveyor
Full-time · Oxford, Oxfordshire · £85,000
A wastewater treatment framework near Oxford has just had its pricing programme pulled forward by six months. That has left the commercial team needing a Managing QS who can take a scope of work and actually run it: CVRs, change, the lot, feeding into the framework lead rather than being managed over the shoulder by them.
If you are a water or infrastructure MQS who is currently one reconciliation among many on a programme you never see the top of, this is a chance to own your packages properly.
A few things worth knowing before you read on:
The work is committed, not hoped for. This sits on a long framework with a multi-year order book behind it, so it is not a twelve-month punt.
You are on site two or three days a week and remote the rest. If you want an office to work from on the other days, there is one near London and one in the Midlands.
The employer is a family-owned infrastructure contractor marking its 75th year, and one of only around 5% of UK businesses to hold Platinum Investors in People. Water is one of the things they have done longest.
And there is a genuine circular-economy angle to the project that you do not get on every works upgrade: a phosphorus removal cycle, digestion tanks turning waste into biomass for local farms, and gas generation built into the process.
What you would be doing
Owning the cost value reconciliation on your packages.
Managing subcontract accounts and payments through to final account.
Running change and keeping the commercial reporting clean for the framework lead.
And helping bring on a younger commercial team who will learn a lot from someone who has done it properly.
- CVR experience on infrastructure projects. Water is ideal, but an adjacent regulated or complex sector is fine.
- Strong NEC contract experience. You should be able to talk through the options you have worked under and where they bit.
- A tier-one or major contractor background, so you know how framework reporting and governance actually work.
- Around 7 to 10 years in commercial roles.
- If you have those four, I would like to talk. If you are JCT-only, or your background is highways maintenance or fit-out, this one will not be the right fit and I will be straight with you about that rather than waste your time.
Business Development Leader
Full-time · Maynooth, Maynooth · £85,000
Our client is growing... With a proven track record in utility services, predominantly in the telecoms sector, the business is scaling aggressively into strategically relevant, high-growth markets: EV infrastructure, transmission & distribution (T&D) grid, renewables, and data centre enabling infrastructure.
This role is central to that ambition. You will be the commercial engine driving expansion, building the kind of long-term client relationships and revenue base that will position the company alongside the leading utility infrastructure contractors in Ireland initially, and the UK.
Target Sectors
T&D Grid — transmission & distribution overhead and underground network works (ESB/NIE Networks, DNO, IDNO)
Renewables — wind, solar and grid connection infrastructure; electrical and cable packages for IPPs and developers
Data Centres — HV/MV/LV enabling works, substation builds and civil infrastructure packages
EV & Smart — EV charging network rollouts and smart metering programmes
Street Lighting — upgrade programmes, smart controls and long-term maintenance frameworks for local authorities
Telecoms — supporting BD in fibre, wireless and network infrastructure, leveraging existing relationships and delivery capability
What We're Looking For
Essential: 5+ years' business development, sales or commercial experience within utility infrastructure, power, telecoms or a closely related sector; a demonstrable track record of winning new clients and growing revenue in a project-based or framework contracting environment; excellent communication and presentation skills, comfortable at C-suite and procurement director level; commercial acumen across bid pricing, margin analysis and contract risk; self-motivated, able to operate with autonomy within a small, fast-moving senior team; full clean driving licence with willingness to travel across Ireland and the UK.
Preferred: an existing network across Irish and/or UK utilities, renewable energy developers, DNOs/TSOs, the data centre ecosystem and Tier 1 contractors; experience coordinating tender submissions with multi-disciplinary bid teams; a degree in engineering, business or a related discipline; strong understanding of the Irish and UK government infrastructure investment landscape.
- Identify, qualify and develop new business opportunities across T&D grid, renewables, data centre infrastructure and adjacent utility services markets in Ireland and the UK
- Build and maintain a strong pipeline of tender opportunities, tracking PQ submissions, frameworks and negotiated procurements with disciplined CRM use.
- Cultivate senior-level relationships with infrastructure developers such as ESB, NIE Networks, National Grid, DNOs, Tier 1 main contractors, renewable energy companies and data centre developers.
- Coordinate bid strategy for priority pursuits, working with estimating, operations and HSQE teams to produce compelling, commercially sound tender submissions.
- Develop and execute an annual business development plan with clear sector targets, revenue goals and activity metrics.
- Represent Secto at industry events and client engagement forums. Monitor competitor activity, market trends and government investment programmes (Climate Action Plan, National Development Plan).
- Support framework and preferred supplier agreement negotiations.
- Provide monthly reports to the CEO and Board on pipeline, conversion rates and sector intelligence.
- Identify strategic partnership and JV opportunities in target growth sectors.
Director of Energy
Full-time · Dublin, Dublin · £160,000
The Role
Reporting directly to the CEO, the Director of Energy will have full ownership of the Irish power division — from market entry strategy to day-to-day operations, from business development to financial performance.
Strategy & Market Entry You will define which segments of the Irish power and renewables market the business will serve, which services it will offer, and how it will position itself against established competitors. You will set short-term objectives and longer-range goals, and build the plans and policies to support them. Market traction within the first 12 months is a clear expectation.
Operational Build-Out You will develop the skills and resourcing plan to meet the power strategy. You will hire, train, onboard, and deploy operational management and field crews. You will integrate the division into the wider business through the shared service model, and drive continuous improvement from the outset.
Commercial Performance You will own the P&L. Working alongside the CFO, you will ensure the financial structure of the division is sound — funding, working capital, budgeting, audit compliance. You will set and meet targets for revenue, gross and net margin, and EBITDA, and report directly to the CEO on divisional performance.
Business Development & Client Relations You will network widely, build Secto's brand in the target market, oversee tender submissions, and engage directly with senior client stakeholders. Customer care will sit at the centre of everything the division does.
Leadership & Culture You will lead by example — setting the highest standards for safety, service delivery, and operational excellence. You will protect and develop a positive, high-performance culture, and promote the company's values at every level.
What We're Looking For
Essential experience
A minimum of five years' general management experience in a power industry services environment
A proven track record of building and leading teams in a growing organisation
Direct experience working with ESB Networks
Strong commercial and financial acumen — comfortable owning a P&L and presenting to a board
Experience managing client relationships from pre-works through to project completion
- First-class leadership ability — a leader who inspires confidence at every level of the organisation
- A genuine network in the Irish power and renewables market
- Confident representing the business at the most senior levels with clients, partners, and industry bodies
- Safety-first mindset — a commitment to industry-leading standards, not just compliance
- Numerate, IT literate, and comfortable with MS Project, Word, Excel, and Outlook
